The Key Experts are seasoned professionals in their respective field. By working as a team and in cooperation with each other, they bring considerable and relevant experience to EPJUST II.

 


 PAMELA S. FAHEY - Team Leader and Justice Expert


Ms. Fahey has more than 15 years experience in the implementation of Justice and Rule of Law sector reform programmes as team leader and/or key expert. She has managed projects in Georgia, Kosovo and Vietnam.  She has a special expertise in criminal law and procedure and human rights.  Ms. Fahey holds a B.A,, Juris Doctor degree and a post graduate degree in European Union Law.

 


 


 BO ASTROM - Criminal Justice Expert


Mr. Astrom was a former Chief of Criminal Police in National Capital Region of Stockholm for 14 years, Service direct under the Swedish National Police Commissioner tasked with developing capacity in crime investigations within Swedish Police. He also served as the Head of the Division for International Affairs at the Swedish National Police Academy. He became the Programme Manager for Police Development Cooperation Programmes in Estonia, Latvia, Lithuania, Russia, Serbia, Montenegro, Sri Lanka, Rwanda and South Africa. And later on as a Team Leader in United Nations International Independent Investigaton Commission probing the terrorist attack killing the former Lebanese Prime Minister Rafiq Hariri. He also became a Team Leader in the project Introduction and implementation of a Quality Management System within the Ukrainian Police Service. Key Expert in OSCE establishing of a Road Map for developing the Croatian Police Service. And now, as a Key Police Expert of EPJUST II.

 

 

 


 CAROL PASCUAL-SANCHEZ - Institutional Development (including Monitoring and Evaluation) Expert


Ms. Pascual-Sanchez has about 14 years experience in project management and implementation in the area of justice sector reform, anti-corruption, and governance. She has worked with both government and NGOs in the Philippines and the UK managing and implementing activities for institutional development, monitoring and evaluation, system assessments, performance management, and project planning/management. She has conducted research and implemented projects funded by US Agency for International Development, Asian Development Bank, Australian Agency for International Development, and World Bank. She earned her Master of Science degree in Social Policy and Planning for Developing Countries from the London School of Economics and Political Science (LSE), UK and Bachelor of Science degree in Economics from the University of Houston, Texas, USA, with major academic credits from Grinnell College, Iowa.

 JOSE MARIA M. MENDOZA - Senior Access to Justice Expert


Mr. Mendoza has over 20 years experience in  law and management specialization in a development contexts, including alternative law, law reform, and policy and institutional reform. He has extensive involvement as technical consultant and adviser to various projects such as the  JURIS Project for the Canadian International Development Agency (CIDA) and Office of the Ombudsman Closed Case Analysis for the Millenium Challenge Account (MCA), US Agency for International Development (USAID) and CD Asia, among others. He once served as Executive Director of the Sentro ng Alternatibong Lingap Panlegal (SALIGAN)/ Alternative Legal Assistance Center for seven (7) years . He finished his Law degree at the Ateneo Law School and BA Interdisciplinary Studies/Humanities at Ateneo de Manila University, and attended Management Development Program at the Asian Institute of Management (AIM).
